This is some BS.

Restrict some streets to Buses and Taxies only within the CBD, that'll remove "congestion" if there is such a "concern" about it. Has worked on W 181st street..

MANDATE overnight deliveries for most companies.

Get rid of a large portion of FHV's you've allowed to operate in this city, it's insane that all those taxies, ubers, lyfts, revels can just FREELY operate within the CBD after passengers cover their "congestion" fee, which is a measly what $1.50-$2.00 and what? They can continue to clog up the zone?

Remove this ridiculous burden on residents and people working in the area and businesses.

WHY the hell do I have to pay $9 between 5am and 9pm to drive in 2 city blocks worth of street to park by my apartment and get off the street while the f'ing taxies and other FHV's get to freely roam the CBD for way less and their passengers cover their measly fees?!

This is THIEVERY!

F this cash grab!
