It depends... It's true only if we tlk about the first 5 anime seasons... Otherwise, you didn't count Nanika/Alluka and the 5 * of the Dark Continent.

these comments man... its actually disappointing to read about "where is killua?" "where is kurapika" or anyone else like phantom troupe members. Killua is still a novice, he is not as strong as the royal guard members, his father or grandpa, or anyone else on this list. Kurapika is very strong, but people forget that he is basically only been shown to fight against the phantom troupe, which he has a binding vow which makes him basically invincible against them, we have not seen how he does against non-troupe members. And no one else of the phantom troupe has shown anything close to the level of royal guards, some comments even mention Feitan, he is very strong, but we saw his ability once and he took significant damage and the ability from the damage couldn't even kill a lower ant, how would it stand against the royal guard?

In my opinion, the list has all the entries right, but the order of them wrong. If i were to rank them it would be
10. Silva (haven't seen much of his ability, but the fact he could neg diff Cheetu who would be in equal terms as Zazan, who Feitan struggled to kill, shows how strong he is)
9. Pouf (he didn't show a lot of combat ability in the arc so I wouldn't be as confident putting him with the rest of the royal guard)
8. Zeno (the fact that Netero trusted him to help him infiltrate the ants shows he deserves the spot on this list, his nen Dragon Dive is still one of the most impressive nen feats imo, such a massive scale, such versatility and with strength behind it to back it up)
7. Chrollo (a plethora of nen abilities to fit every situation it seems, and the battle iq to harness them to help win them, only reason hes even this low is just because people like Ging have better battle iq than him, and the rest have ungoldly strength and abilities)
6. Youpi (if he hadn't evolved his mentality then he would be lower than Chrollo imo)
5. Pitou (tough to really say who is top between Pitou and Youpi. It really depends on if you think Youpis strength could overcome Pitous speed, abilities and instincts)
4. Ging (all speculation, but he seems like a pure genius of nen who has been hyped this far, he really could be anywhere from at 5 instead of Pitou, or even above Adult Gon, its up in the air)
