The best thing to do is if you have a safe access to the valve, use it to deflate the tire so it doesn't blow. Then replace it.

Actually what causes that are broken steel belts, once the steel cords in the tire break, the rubber does what rubber does under pressure, expand like a balloon, the steel cords keep the shape of the tire from blowing up like a balloon

It's probably safer to burst a bubble on a car tire than a semi-truck tire due to the pressure difference. 37 PSI verse 100 PSI. It's the pressure that causes these tires to blow up.

If you see it bulging out like that, it means the tire is trashed anyway. It could also give way if you try to deflate it from the stem as well. Getting to the side and trying to burst it from a distance might be the safest way to deal with it. You won't be saving the tire regardless of what method you use to remove the bubble.
