Ok. So here is a hopefully intelligent response to this post.

Step 1, Ping
Forget Ping -t Useless. From ping:
"The ping command is a Command Prompt command used to test the ability of the source computer to reach a specified destination computer. ... The ping command operates by sending Internet Control Message Protocol (ICMP) Echo Request messages to the destination computer and waiting for a response."


Step 2, DNS server change
This works, depending on where you are


Step 3 Internet Download Manager
This app does work, most of the time, depending on the file you want to download, the sending server's concurrent connections settings, and the speed of that server's connection.
But this is a paid app, so be aware of that when downloading it.
