DNS by itself doesn't proxy the connection, instead the client first looks up the ip (if its not in cache) and then fetches the website.

Also, there exists many types of DNS servers, such as:
- Caching
- Recursive (resolver)
- Forwarding
- Authoritative
- TLD
- Root

and the HTML, CSS and JS aren't sent all at the same time (useally), the first first gets the HTML which tells it where to get the CSS and JS, rarely the JS and CSS might declare other dependencies, which it then fetches.
