The eye movements of that yellow buddha statue might not be photoshopped, but I think it is more likely a trick of the light accompanied with how the person was holding the camera phone. Are those Disney customers sure that the statues weren't animatronic? It would be no surprise to have an encounter with an animatronic statue at a theme park or a tech mogul company.

The optical illusion of roving eyes is done by making the eye inverse, in other words they’re concave, rather than convex. You paint the iris and pupil at the deepest point in the middle of the inverted ball and the eyes will have the illusion of following you from side to side and up and down.

A similar effect is created when you sculpt a face inverted. Like making a plaster mold of a face creates a negative impression of that face and in the right lighting will appear to turn to follow you wherever you go around it. Disney uses this effect in the library of their Haunted Mansion. There are faces that appear like busts of different faces. As the ride car passes by them, the faces appear to follow you, looking to the left and slowly rotating to watch you as you move to their right. It’s a very simple, but realistic and impressive illusion.

The “before” image in the thumbnail is clearly photoshopped. The statue’s left arm was selected, duplicated, inverted, shrunk, and pasted onto the right side. The “after” image is most likely unedited except for the giant red circle around the left arm.

As a Singaporean. I have been to Haw Par Villa! I know the Legend. Statues don't move on their own however, video editing has existed since the 1920s... the oldest being a technique called "stop motion." This is how seemingly impossible scenes made it into movies before computer editing software became a thing. Think 1933 King Kong movie.
