Vietnam is playing it safe, they lean more towards China but they don't reject USA and the rest of the world because if something happens and one side loses they would appear as neutral and it's a win win for them

Remember that Vietnam is a communist country, they even teach to the students that USA is trying to invade Vietnam for resources back in Vietnam war not a war between ideology

I know it because I have an online friend in Vietnam and when she said " USA just want resources"
