Salary increases do not positively effect employees’ morale long-term. ‘Morale is stabilizing...” really? Stabilizing at a low level? Is that ok? Why would press allow that statement to go unquestioned?

I don't know what you've been "told" but the morale is WORSE. There are so many Leo's waiting on a call back from other Municipalities. You ain't seen nothing yet.
