It's wise for the German and French leaders to be optimistic but cautious about the US. Even with the best of intention, strategy and policy by the Biden administration, the US is one seriously troubled country: social injustice, economic devastation, joblessness, severe weather, extremist groups, not to mention COVID-19 and the struggling vaccine rollout. Such wide-ranging domestic troubles will continue to impact, in one way or another, international relations.
