Better translations have already come out. What it says is that apart from the characters being unlocked in the story mode, there are extra battles to unlock more characters and others that can be purchased.

We don't have to buy them, we can unlock them by playing the Story Mode.! They already answered all those questions you're asking in this video. Remember the interview they gave him, he said all characters can be unlocked, playing story mode or just buying. Its an option.! Did you forget already???

There was an interview with the producer who said you can unlocked characters through both the story and zeni because he knows not everyone wants to do the story heavily
