It is an imaginary place where one lives without obligations and "there are no schools, no teachers, no books, no studying ever." Those who go there, however, like Pinocchio, become donkeys. The metaphor alludes to the maturation path of a child, who slowly matures and learns to live in reality and take responsibility for himself.

What bothered me was how that character was never caught or defeated. He was just escaped from while the other victims suffer.

Important to remember that the tales that Disney make into cartoons were based on old historical European stories that often had morality and warnings for the children that were told those tales. Pinocchio was based after a late 1800 Italian story.
