its a kind of madness , where they worry about leaks and taking peoples phones, but don't worry about staffer's behaving without any sense of decency. To some degree the leaks would be like smoke in the wind, if they were actually behaving correctly, so its seems rather than correct corruption and indecency, they would rather try and keep things concealed...which rather miss's the point completely :(
