Monster High did this sponge technique for their Freaky Fusion Bonita Femur Doll and I know this because I have the doll and I never undid the hair style it originally has. I just felt the sponge under the hair as I moved the head.

They did this because the doll has a set of horns and it helps with the horns on it.
