33% reservation, quota within quota – what is the Women's Reservation Bill all about?

As the new Parliament started business, the Modi government introduced the Women’s Reservation Bill, a landmark law that is bound to have a huge impact on India’s electoral politics. In the pipeline for 27 years, the bill, which has been rechristened Nari Shakti Vandan proposes reserving one-third of the total number of seats for women in Lok Sabha, state legislative assemblies and the legislative assembly of the National Capital Territory of Delhi.

The legislation should include a clause that if one member of family is already a MP or MLA (husband, son, brother or father)then quota cannot be used by lady of the house

A genuine doubt- Loksabha members are elected directly by the people. What happens if not enough number of female candidates get elected ( i.e. less than 1/3rd of the total Loksabha seats). In this case, how would the seats be filled?
