No, genius...they were military police. The shield was a symbol of their job and power..they had a nickname, KETTENHUND, meaning chained dogs in german, and the troops hated them.

Award? It is called a Gorget. And they signified belonging to the Feldgendarmerie (Military Police). Or they can be seen as licenses. Basically a license to do whatever the fu** they wanted.

In the American Revolution, at the Battle of Bunker Hill (Breed's Hill), the American soldiers were targeting everyone with gorgets. In the British Army, only the officers wore them. Heavy losses in leadership soon led to disorder, although the Brits did win the day, eventually.
