1. Police get paid based on their number of arrests ("quota").
2. Prisons are owned by private companies, which get paid based on the number of prisoners they hold.
There is no incentive for preventitive measures nor rehabilitation.

As a random poster on the Internet, my recommended slogan is:
Divert, Downsize and Demilitarize.
Divert funds from the police into more appropriate programs.
Downsize the scope and size of the police. We should not have as many police doing things they're not actually meant to do.
Demilitarize the police. While there are rare cases where having a SWAT team is necessary, most of the time, the police should not be armed for war.
