I have a theory that this is indeed Xmen Quicksilver. It was intended so by the directors or at least keep it on the fence due to creative differences between the studios. Why would out of all people they casted an actor that played the same character but in different universes? The directors knew exactly what they were doing by this Quicksilver reveal at the end of the episode; as in they knew the fans LOVED this Quicksilver.

Seeing this version of Quicksilver in the MCU is so cool. And at 0:48, the Wiccan and Speed costume reference with "Billy" and "Tommy" is so wholesome. Hopefully a hint at the Young Avengers for future films.
