Here is the explanation behind the Colts play:

Plan A: When the Colts punt team started running towards the sideline, the pats would think they are bringing back out the offense, and swap, so the Colts would snap the ball and the pats would get flagged for too many men on the field (it was 4th & 3 which would give them the first down)

Plan B: if the pats didn’t switch, they would try to draw them offsides, if that didn’t work, just take the delay of game. Don’t snap the ball.

But unfortunately it was a communication error by the center, he didn’t know the game plan. But if it would have worked it would have been one of the best trick plays of all time.
