8:19 I'm not exactly sure but I think the spikes don't have a limit, instead they have a lifespan. This means that the more attack speed you have, the more spikes you can have on the ground at once.

The spike piles disappear because of the life span, there isn't a quantity limit. If you increase the attack speed, you will have more spikes. Or you could get a 0-0-1 to increase the life span a bit.

to replicate the 5x attack speed buff, you could try putting... 5 spike factories down
