Omega Flowey was Foreshadowed throughout Undertale

Toby said that Photoshop/Omega Flowey was supposed to be foreshadowed throughout Undertale, and there are still remnants of these hints in the game!

In the art book, it also shows that during the ice slide behind the trees, there was meant to be a massive mural carved into an ice wall, with a ton of foreshadowing to different parts of the game. It was removed for being too "out-of-place, " and it was difficult to sprite/code.

I like how you get the Worn Dagger before fighting Photoshop Flowey too, with the Check option for it being "Perfect for cutting plants and vines"

The wall writing that the narrator describes as "unsettling" was also going to foreshadow OmegaFlowey but was canned for not making any sense

There's actual a third reference that didn't get fully put in the game.
In waterfall along the runes that you see before your first chase with Undyne, the last sign describes an 'unsettling' drawing of what a monster would look like with the power of a human soul. In the Undertale art book you actually get to see the abstract sprite art that looks like a simplified version of Omega Flowey :)

In my opinion, seeing the things in the true lab were far spookier after fighting flowey for the first time. The initial shock and horror I experienced from the sheer chaos that was the photoshop flowey battle was more than enough.

I think the DT extractor on the True lab is more an explanation of the design more than foreshadowing.
The reindeer enemy is most definitely foreshadowing, it's hella weak as I think its an optional enemy and doesn't really have much relation to Flowey (that we know of) but foreshadowing nonetheless

I think Gyftrot was intentional. However, the nature of the True Lab leads me to believe in that one being unintentional.

Inside waterfall there is an unused sprite called spr_beast or something like that and it bears an appearance similar to photoshop flowey

a rlly good one is; in waterfall you read something along the lines of “a monster that has absorbed multiple human souls, its repulsive to look at”
i dont remember the exact line since i havnt played neutral route in a while

Toby wanted to put a picture of Photoshop flowers when talking about a monster with a human soul and how it’s a been with terrifying power.
But he scrapped it because it wouldn’t make sense that the monsters would know about omega flowery

did you also know that flowey follows you the entire time as you move through the underground? if you double back on areas before moving forward you will get a glimps of him.

It’s my personal theory that instead of just replicating the DT extractor and the TV from the True Lab, he legit just ripped them off the walls and merged them with his body and gave the extractor flesh for some reason

Actually omega flower is kind of foreshadowing the determination extractor because people typically see omega flower before the DT extractor

Photoshop Flowey, Gyftrot, the extractor from the true lab, Gaster Blasters (the name of the skull that fires laser in Sans's fight) and the head that absorbs the world in the Asriel's fight share the same form for a reason, the extraction and use of large amount of Determination...except Gyftrot who is the weirdest thing in the game and probably have a deeper meaning regarding Deltarune emphasis on the deers and Christmas. But all in all, the true lab's one is the first one and was made by Dr Gaster to experiment on Determination, since the true lab was his

i think True Lab was intended to be before Omega Flowey because of references to this battle. That head, the TV, the fact that Photoshop Flowey is Amalgamation of multiple stuff into... well Photoshop (so... kinda Amalgamate? it might be a stretch tbh) and the long hallway was intended to have faces, possibly Flowey's (at least i heard so)
