there is somethong I haven't understood. Before the attack we need to spoof the IP @ of the victim, isnt'it ?
and how the PC @ can match the victim @ ?

This is not the best explanation. The gentleman forgot to mention that you need to spoof the IP of the victim before this can even take place otherwise the reply's will not go to the victim. You need the bots in the botnet to produce the queries impersonating the victim by using their IP so the multitude of responses go to them. Hence overwhelming their device which is the endgame.
