There's a sailmaker's use for intentionally putting a hockle in a rope. A short length of small stuff may have a hockle put in the middle. The rope is passed through an eye in a sail and the 3 "legs" of the hockle are stitched to the sail to secure a reef point.

Double-braided rope can hockle, but they are not permanent. They arise from improper coiling where twists are induced into the rope.
