This is a Direct Drive, not sure if this is quartz locked, if it is then there is no speed adjustment. However, this is also dual capstan closed loop, which means only one capstan is the DD motor and the other is turned by a belt from the DD capstan. When you played the tape, it sounded mode like dragging more than the speed issue. I bet the belt is on its way to turning in to mushy tar and it is putting extra load on the DD capstan, both capstans must go hand in hand in a closed loop setup since there will be two pinch rollers which has to sync with the same speed. If secondary capstan (left) is not spinning at the same speed as the DD capstan (right) it this would happen. Try changing the belt. That's all you need.

I Have the same deck, sometimes YOU need to clean the contacts and put a New belt, my JVC deck play on the speed

Remarkable you have a version that plays slow. Does it record at the same speed? It might be one of those decks that have been tuned (Calibrated) to record and play at a different (Lower) speed, lets say 3.45 cm/sec. You think it is broken but it's not. This deck has heads that have gaps capable of recording up to 20KHz, so a lower speed still get you 16+KHz. That still sounds HIFI to me. I have the little brother (T-V562) and i am searching for a way to calibrate the Servo Direct Drive to 3.45 cm/sec. I can't find a way to do it. Other decks have belts and pots to adjust the speed, this JVC line-up have no pots. So how did you manage to do it?
