This might be due to what prey each usually hunts.

Octopi hunt crustaceans, which have a hard exoskeleton. As a result, having smooth suckers enables them to cling to their smooth, hard exterior and hold them into place while their mouth does the work of breaking into the shell.

Squid typically hunt fish, which have a softer outer layer. This means having teeth-like extensions on their suction cups enables them to better grapple and hold down their prey by burrowing into the outer scales and into the softer flesh.
