The term 'present and settled" implies that your partner is either a British citizen or holds a settled status in the United Kingdom. For example, if your partner has one of the following statuses, you can apply for the UK Civil Partner Visa. The statuses are as follows:

● Indefinite leave to remain in the UK
● Limited leave to remain under Appendix EU or Appendix ECAA
● Refugee or with Humanitarian protection

It's after 5 years NOT 3 years? Infact by the time you get full citizenship it will take 6 years 1 year for ILR before you can apply for citizenship. Please stop giving false information as this may lead to confusion and time wasting for others. People spend alort of money in this type of visas and wrong info, isn't helpful.

Very unclear. So a married couple can apply and the non-UK half of the relationship gets UK citizenship after just 3 years? Not in 5 years?
