"You want this thing that badly?
"Fine. Go ahead and build it. It will take time though - you're building everything from scratch and will likely need to create several metals and alloys that didn't exist before.
"You're going to need to roll multiple checks for each step - of which the dc of the checks is going to get higher and higher as you go - these are not pass/fail checks but how well you succeed on that part.
"What you are doing will quickly attract the attention of the gods who will not want you to succeed and will begin sabotaging you at every step they can.
"At the end the difference between the dc of each check and your result will be added to a total amount - this will be compared against a table that only I will be able to see (baring a third party to keep honesty). This table will determine if the weapon is completed correctly or not.
"Critical failures (which includes missing a check by 10 or more) means that part of the weapon is damaged in some way that will not become obvious right away - perhaps a radiation leak in some shielding or a misfiring circuit. The whole thing might go up early if you screw up enough.
"So go ahead. Let's start rolling."

Additional: As someone who has been playing and DMing for over 20 years at this point, while I wouldn't enjoy my players working on such a project, the idea that the rest of the party could be roped into such a scheme makes for a very exciting storyline. While they begin initial work on the project easily enough, the constantly increasing amount of harassment and confrontations slowly increases the difficulty of each action - forcing the party to further fortify their base of operations which leads to stronger and more fierce some enemies coming to knock at their door, perhaps even other parties sent to stop you from using your obviously world ending weapon.

I once brought Dr. Who into my game, and the players killed him and stole his Tardis. They went to a casino in the future, jumped back and forth to make huge bets, and then I had the Doctor show up and take his Tardis, leaving them stranded in 1990 Las Vegas.

The DM's job is to set up an adventure situation in which everyone at the table - players *and* DM - are having fun. If nukes fit in to that, great. If not, doesn't matter what I said before, no nukes.

My standing rule is that any player can make anything they can blueprint without references, if they prove it can be done with the materials at their disposal, and a vaguely medieval level of knowledge. Nothing bad has ever happened, its yielded several fun gadgets, and I don't expect anything short of a table of scientists to be *capable* of abusing it. Its probably not for every table, but I enjoy the occasional flame thrower and alchemical grenade.
Just gonna leave that out there.

DMG, pg 4 “And as a referee, the DM interprets the rules and decides when to abide by them and when to change them.” The DM has absolute authority over the game, and it just so happens that in your world, The Weave siphons radiation from enriched sources, leaving them inert.

... I like the idea of this being given the thumbs up, problem player gets ready to set it, pisses off the big bad, argues with the DM/GM in front of everyone, finally gets the dramatic pause and presses the button... to nothing at all happening.

Stunned silence. Player "WTF! You okayed this! You're cheating!"

GM/DM long pause and sigh. "I tried to warn you."

Player "But the Dwarmie Dwarf said they had every metal of m-"

GM/DM "Two important things. One: He was selling you something and, Two: He honestly didn't know he was wrong. You're an idiot."
