Ignoring the immediate plot point for a moment, this is a deviously cunning thing to do. Sure, you're turning a demon against their own kind (iirc, Felum states at one point she cared little about the other demons so an easy win there), but by showing mercy to the "enemy" by allowing them to be a part of the kingdom, it throws off how the demons actually see humanity, and in a way, how humans see demons. If one demon is able to coexist with humans, who's to say more can't. In turn, this leads to a possible peace.
