Taxes don't tell you to comit crime. Dubai is not cheap to live in mate. But those harsher punishment and law enforcement, they do work as a deterrent.

The Scandinavian/Nordic Countries used to be a high trust society before mass immigration of a certain religious group of people. A few of these countries like Iceland and Faroe Icelands are still OK.
15 Years ago I went to a unmanned farm stand in Southern Sweden and bought some vegetables. You would voluntarily put cash in a jar for the amount that the veggies were priced at. No one was there to check that anyone paid. But yet everyone paid.
