Sacramento is a moderate target due to being the capital seat of California. Militarily it is no lo her id any strategic value as both the McCllellan and Mather air firce bases alonh with the Army Depots are decomissioned and are mostly civilian centers now.

There is a nuke reactor at the base, I don't know how you just skip over that fact. It is used for research but if it was attacked could result in spreading radioactive fallout onto the precious farmland. It's not about the people or military installation but more about starving your enemy.
