I finally figured it out. A few things. One has to be logged into the Server, as Administrator. I was logged into the Server, with an account I'd created for myself, albeit, it was part of the Admin group.

Also, I had to run CMD as Admin, and then enter "net user Administrator <password> /passwordreq:yes". After doing so, I was able to proceed with the DC Promo. That took forever (lots of Googling), to figure it out.

Again, thanks for taking the time to create this video. I've learned lots in the interim.
