Since your bringing back the water mechanics. Perhaps you could use this idea I had for the Lilypad

Lily-pad- 25 Sun- Recharge- Slow
Normal power- Lily-pads have a new feature. You can move them to any free water space. However they can't go to spaces if that space is blocked by other plants. Example if a space is open but has Tangle Kelp surrounding it. The Lily-pad would be unable to be moved to that space. Moving a Lily-pad is the same as moving a minecart except you can move horizontal as well as vertical. If a Tile Turnip is used on a Lily-pad then it becomes a mobile power tile.
Plant food power- No effect. 
Special notes- On level 1 you start with 5 free Lily-pads as a tutorial on how Lily-pads work. Once you beat level 1 you'll get Lily-pads to use.
