You just need an animated Text layer and the Mesh Warp FX.

Create a new Text layer. Then you animate the position in the Y axis. Use linear keyframes.

Now we're going to create an Adjustment layer.

Go for the Mesh Warp effect. Apply it to the Adjustment layer.
The controls are pretty simple. The complexity of it is set with the Rows and Columns numbers. Click on any of the junctions.You can either move the points around or play with the bezier handles. It's a little bit tricky to select the points.

Set the Quality to 10. But you can keep it lower to allow for a quicker calculation while animating.

If the handles dissapear just click on the effect to make them visible again.

You can also stack a CC Repe Tile effect on top of your text. Expand it! And check the effect.
