My theory of why she does this : It is highly likely that the stepkids have gone through some bad things so she spoils them become in her head she thinks that doing this will help with their trauma.

I would be mad (never hurt them though) if my children behave like that! Just got the best compliment ever, that my kids are so well behaved, and the couple had such spoiled kids over the day before we came and she was stunned, because the kids before us tried to get candy to eat their dinner... It is one thing as an adult to say: "you can only have your candy IF you eat your dinner/if you clean up ect", it is not the same, but if the children start using it and try to set the terms the candy is gonna leave the chat, no question about that!
