I think T-Mobile does this already with the iPhone, my T-Mobile iphone regulary says AT&T and the iPhone 6 does wifi cellular hybrid calls to improve quality but I would not pay google that much

Still more expensive than T-Mobile's $30 plan with 5GB of unthrottled data, unlimited texts, and 100 minutes (unlimited with Google hangouts/dialer).
