Two Things:

1) I was gonna post something like this on my gaming channel, and you beat me to it.
2) I am also glad SSG made the choice to open up content again. Somebody must have noticed the massive influx of players after the last round and decided it was a good idea to keep that ball rolling.

Having a character that has completed the quests and have them active will allow you to enter on elite first time (there are a few exceptions). You can ask random higher level players if they don't mind being in your group and accepting quest shares.
You can run most of borderlands and you'll be done with your favor in no time.
