Well he was also speaking of the federal government’s responsibility, unlike the current situation in which a private individual (Musk) has funded the Mars mission instead of it being drawn from the federal budget.

Carl Sagan passed away in 1996, close to 30 years ago. Much has changed since then and he can't be held to anything he believed or said back then. I believe if Carl was alive today, he would be a champion for global warming / environmental issues, and would no longer be in favor of a crewed mission to Mars. He would be the first to recognize that we can't fix Earth's problems from the surface of Mars.
