Actually, I've got a brilliant way of framing the Owl House game that allows him both to keep his power and also not kill anyone. They say it's something they play constantly, so just frame your average day of going to school and spending time with your friends and bonding with your mentor as a game. Only rule? Don't hurt people. You can defend yourself if needed while you play, but in order to win you do the minimum amount of damage possible. If you start hurting/killing a bunch of people you're put in timeout from the game and can't play for a while. If he has to enforce this rule (like with Belos) it means that they go to jail and stay there, and if they escape more than three times- well, clearly they need to be banned. (Banned=death) I imagine that society will suddenly be a whole lot nicer for everyone.
