If Germany never existed, the Roman empire would have absolute power in the Iberian peninsula and the British isles, since they don't have to worry about German forests and opposition from Germanic tribes. Since there's no way other than the sea for peoples from eastern Europe to cross to Gaul, they can very easily fend off any sort of naval invasion. And yeah, Western Roman Empire would generally be safe and it would probably last for far longer than it has. One of Rome's greatest weakness is. after all, German forests.
