Use of any nuclear weapon would produce an atmosphere of frightfulness .Many atrocities are purposely made senseless and as to accentuate the fear of the perpetrators.They make it senseless so even after the initial shock of the act, the memory lingers on.The reputation of being cruel many times proceeds the army and can sometimes induce panic and sometimes submission.

Soviets had similar plans to use tactical nukes to push nato forces back, which is why cbrn resistance was important for vehicles and soldiers during the cold war.

If Russia did that and if they got the desired response, where would that leave us? It would leave us in an unacceptable position. We would have to respond and make sure that Russia didn't get the desired outcome. Our response would have to deter Russia from trying it again and anyone else from trying it at all.
