CBR600rr Would not Rev Past 12k RPM **FIXED!

I fixed my 2009, 19,000 mile CBR600rr power issue. It wouldn't rev past 13k rpm, and I originally thought it was a fuel issue. The bike made no odd noises, and accelerated fine up to around 11k. At that point, the engine still sounded fine, it just struggled to rev faster, as if it were going up a steep hill. There was no jerkiness, just lack of power.
Here's what I checked/knew
-Valve clearances were within spec as of 2k miles ago, before this issue started.
-spark plugs were replaced 2k miles ago, and checked again after the issue started, they were good.
-idle rpm was within spec
-no fuel, or vent hoses were pinched or clogged
-air filter was clean
-bike runs around 182°F while operating
-oil had less than 500 miles.
The following is everything I tried.
-replaced fuel pump and fuel strainer
-checked fuel flow rate, it was within spec
-Battery voltage was ~12.2-while bike was off, and ~14.3 while bike was running, and while riding.
-Disconnected and reconnected the tp sensor (Idk why but I hoped it worked lol)
