OK, so, sorry for two posts, but... The ID Card will appear in whichever room you don't go into first. If you go into the court room on the left, the ID card will appear in the right room, and vice versa. You have to clear both rooms anyway, since you need the court house ID key for the hostages. Unfortunately, you cannot, as Robocop, shoot the hostages. For some reason, the game won't let you. I did try. Several times.

You gotta clear out all the enemies and breach through that wall. Then it will appear. Had me stuck at first

both access cards didnt spawn for me, what should i do?

It doesn't show up for me on the PC. It's just not there. I'm glad that PS5 users are reporting the same thing, because it means that it's not just me being unable to find it, nor that it's just limited to either the PS5 or PC.

its glitched for me, the card is NOT on that table or ANYWHERE to be seen :( even restarting from chechpoint doesnt fix it

You don’t find it in the room that you breach through the restroom wall, after cleaning that room go to the other side on the second floor you’ll find the room in the video, no wonder there was nothing in the first room

if you cant find it, just breach the wall on toilet

When I got to this table the access card is not there, however the quest marker is telling me to go there but I don't see any access card on the table. I tried reloading the last checkpoint but the same game breaking bug happened.

Found out I had to kill every bad guys and clear out the place for the access card to show up.

Man, my card isn’t there lol. Had to verify here I had right place to look. Glitch on PS5 as of today. Restart checkpoint ugh. Still worth it tho. Great game! UPDATE: Yeah there’s 2 diff places to find card if the marker doesn’t have it first time. Found it on first floor bashing thru bathroom wall.

Can't even get the event to trigger for me. They're all out front with guns pointed at the door but I can't interact with anyone or anything. Kind of a bummer.
