if you didn't understand the story, ill explain.
when tommy was younger phil accidentally threw the siren potion on him, making him turn into a siren whenever he was beside water.
in exile, dream saw tommy and set up an aquarium for him and then went to him, dream can make people anything he wants so he made tommy smaller. a few months years later dream maniluted tommy to be friends with him and a secret lab agent saw tommy and needed to get him.
