The way I've heard it is that Miyamoto knew that even he wouldn't have the sway to just stop Mario from becoming more childlike, despite his distaste for the direction they were taking what he still saw as a character who "could be your uncle", so he rebelled by specifically targeting what he viewed as the most egregious expression. Sure enough, they did oblige that smaller request.

The only thing keeping the pose from being removed in Odyssey is how it has 3 variants since it looks more like he's throwing rock-paper-scissors signs

Mario also had it in when Super Mario Maker released because he does the peace sign after completing a level in the Super Mario World style.

Funny thing is Mario's original inspiration was Popeye, hence the early artwork looking like that, but later they changed him to be more like Mickey Mouse. Smash Bros. makes him more similar to his original idea by making him more confrontative, similar to Popeye.
