The reason why forest fires cannot be extinguished quickly is because they spread rapidly over a large area in a short time. The authorities do not have enough resources to put out fires of this size. That's why they use this system called counter-fire. What they do is to start a controlled fire that they can easily extinguish in the direction the forest fire is going and then put it out and take control of the situation.
