C. Rajagopalachari Plan has failed and the deadlock between Indian National Congress and Muslim League strengthened as Muslim League wanted partition at any cost and Indian National Congress wanted a united India with representation to all. After Lord Linlithgow, Lord Wavell became the Viceroy of India in 1943. He put forward the Wavell Plan to bring a sort of compromise between the INC & ML. The compromise through Wavell Plan was actually to give more representation to the Muslim League in the Viceroy's Executive Council and then called the Shimla Conference of 1945 to nominate members to this council of Viceroy. According to the Wavell Plan 6 of the 14 seats would be given to the Muslim League despite the population of Muslims in India being 25%. Also Jinnah made an announcement at the Shimla Conference that Muslim League only has the right to nominate members on the seats reserved for Muslims. From which point of wavell plan u inferred that communal veto is given? I can't understand this point please elaborate.. there were 6 points and in all 6 I can't inferred that point ?
