Notice how he first speaks in the kind, grandfatherly "Palpatine" voice. Then it becomes steadily harsher, and by "I am the Senate" it is definitely Sidious' voice. He is dropping the pretence.

Took me a long time to realize, but this line actually holds more weight than I thought. Think about it, Mace came to the scene with his original intent being only to arrest Palpatine, NOT kill him. And then he said this famous line and proceed to demonstrate all his force power. It shows that not only does Palpatine pose a great threat with all his dark side power, but also that he now has the whole senate on his side, so as long as Mace can't present any hard core proof that the chancellor is a Sith Lord who is behind everything, there would be no point arresting him at all, and Palpatine really wanted Mace to be aware of all of the above. This way, Mace would have to shift his intent from arresting to killing. When Anakin arrives, Mace would much less likely agree with Anakin about facing trials and his desperation for killing Palpatine would make Anakin desperate to protect his only possible way to save Padme.
