If you are looking for an all rounder drawing app, you can't go wrong with Paintology which has intuitive drawing canvas designed to improve your drawing and painting skills.

For illustrations, anime drawing, the Ibis Paint has many tools to make those stylistic drawings. Tayasui Sketches works well with a 'water based' feel to the whole drawing and if you are into watercolors, this would be a good fit.
