I think how it would work is that water logia user would user would be affected by sea water curse but sea water only paralyzes the user not stop their power so water logia could just make water bubbles.

I think the previous user of water logia awoke his devil fruit and made df users to be affected by sea water ( I think in some interview oda confirmed that water logia fruit exist in op world not sure tho )
