The vanes do not control the amount of exhaust gas. At low rpm the vanes are more closed so it creates more velocity because it needs to flow through a narrowed space. Higher velocity makes the turbine spin faster so you have less turbo lag. In higher rpm's the vanes will open up because now there's enough capacity.

When they work right. I love it. Have had a 7.3 2001. And 2006 6.0. 6.0 is a monster when they work right.

Explanation lacks accuracy. Need to explain that wastegate flow bypasses the turbine, reducing flow through turbine reduces turbo speed and compressor pressure rise. On the other hand the VGT vanes cannot bypass the turbine - all the flow goes through this path (and obviously should never be fully closed). All these vanes can do is change the passage opening so the exhaust gas velocity and direction can be controlled. The tangential velocity drives the turbo to spin.
