Here is a quick summary:

Both modal verbs can be used when talking about obligation. "Have to' is more common, especially in North America, but in the UK there is a subtle difference: 'must' is used for internal obligation and 'have to' is used for external obligation.

We can also use 'must' for certainty. For example, you must be committed to learning English if you're reading the description!

We can also use must for the past. For example, he must have been tired after driving 16 hours yesterday.

How about Rules and Regulations? Do you use have to? Or Must? I'm really confused because some say " have to" is used rules and law ... but ... why do they say "All passengers MUST present a valid ticket." Help please.

Okay, is this right that "don't have to" and "must not" have different meanings. Must not is used to tell somebody not to do somethink. For example: "must not smoke" -> it's not allowed to smoke, it's forbidden. And "don't have to" as you have told before if something is not necessary. -> You don't have to pay for it in advance. You can pay in advance but you can also pay after.. Right? Thanks..
